In Japanese, Wakaba says "retort food." "Retort" is a vacuumed plastic, aluminum package of some special kind of technology. In Japan, if you go to a glossary store or convenience store, you can find a lot of ready-to-eat prepackaged foods in "retort packages".

"Yakisoba," also known by its Chinese name "chow mein," is a Chinese noodle dish fried in oil with meat and vegetables.

Utena:  Well, what do you know! Pretty normal, although it's like food from a temple festival or something.
In Japanese, she says "It's kind of like `ennichi'." "Ennichi" is a f'ete day of a deity which is believed to be when Gods and Buddha come closest to our world. It is believed that if you visit a temple or shrine and pray this day, you get the greatest merit. Temples and shrines hold a festival this day, and that's also called "ennichi." At the festival, they open some booths and sell foods, toys, good-luck charms, and other goods. The reason why Utena says Anthy's lunch is like "ennichi" is that "takoyaki" and "yakisoba" are common foods you can find at "ennichi" booths.
